THE HERALD ✦ PEARLAND This Week |
Pearland’s new budget year started Thursday. For most homeowners the city tax bill barely moved. The water bill did. Here’s what changed, plus 211 new homes on Monday’s agenda and a $13.3 million rebuild coming to two neighborhoods.
THE HERALD ✦ PEARLAND Liberty Watch |
$0.627892 city tax rate per $100 (adopted) | −$0.42 median homestead city tax bill | +9.9% water & sewer rates | 211 new lots on Monday’s agenda |
Adopted Sept 28: council set the tax rate at $0.627892 per $100, about a cent under the no-new-revenue rate, and passed a roughly $137 million budget. The city’s own impact statement puts the median homestead’s city tax at $2,385.52, down 42 cents. The same budget assumes a 9.9% water and sewer rate increase, which Community Impact reports adds about $11.31 to the average monthly bill. The vote tally waits on posted minutes.
Monday, October 5, 6 p.m. — Planning & Zoning, Council Chambers, City Hall, 3519 Liberty Dr. On the consent agenda: the final plat of Magnolia Creek Section 1 — 211 single-family lots on 62.54 acres south of CR 100 (Old Massey Ranch Road).
Wednesday, October 7, 7 p.m. — Shadycrest and Creek View Neighborhood Improvements Meeting, City Hall Council Chambers. In August council awarded Lucas Construction about $13.3 million for drainage, water-line replacement and sewer rehab in these neighborhoods.
Thursday, October 8, 8:30 a.m. — the Parks, Recreation & Beautification Board hears updates to the Parks & Recreation Master Plan (Recreation Center, 4141 Bailey Rd). The next City Council meeting is October 12; its agenda isn’t posted yet.
| Your move: if construction is coming to your street, Wednesday is the meeting where the city explains it. Bring the questions you’d want answered before the first trench opens. |

THE HERALD ✦ PEARLAND Mapping Our Community: Where Your Money Actually Moved |
“The tax rate went down” is true. It’s also the smaller story. A homeowner’s city tax bill fell 42 cents for the year; the water and sewer increase is about $136 a year on an average bill. Those are two different pots: taxes fund the general government, and water rates fund the utility — $90.8 million of water and sewer revenue in this budget.
$2,385.52 median homestead city tax | ~$136/yr average water bill increase | $90.8M water & sewer fund revenue |
The lens worth keeping: pipes and drains are where a growing city’s money goes, and Pearland is doing both at once — rebuilding old neighborhoods like Shadycrest while platting new ones like Magnolia Creek. Every new subdivision adds pipe the city maintains forever. Ask how the rates cover both.

Pearland’s smart meters show your water use by the hour, about a day later, in the Pearland Water Customer Portal. Set leak and high-use alerts by text or email, and before a trip turn on the “Unplanned Use Notification” so a running toilet doesn’t run all week. You’ll need your account number and ZIP (city water portal page; help: 281-652-1603).
