Government accountability and civic engagement. Understanding how local government works is the first step to influencing it.

Deer Park City Council — Tuesday, September 15, 7:30 PM. Council Chambers, City Hall, 710 E San Augustine Street. This one isn't routine: it's the public hearing on the city's proposed 2026 property-tax rate — $0.72 per $100. That's above the no-new-revenue rate ($0.712411), so it means a tax increase; it stays below the voter-approval rate ($0.723403), so no election is required. If your tax bill matters to you, this is the meeting to show up to. (Regular council business follows; the body meets the first and third Tuesdays of each month.)

Flock cameras, and the audit that caught the misuse. Deer Park runs an automated license-plate-reader network — Flock cameras that photograph vehicles and plates at fixed points around town. This summer the department's own internal audit found an officer had searched a single plate 165 times over several months for reasons unrelated to any investigation. The officer was disciplined and reassigned, and the department has since added safeguards, daily audits, and a public transparency portal showing how many cameras it runs and how many plates they scan.

The system worked the way oversight is supposed to — the department caught it, not an outside complaint. The open question, and the one worth bringing to council, isn't about one officer. It's structural: who can access the data, how long plate reads are kept, and how often the audits run. Deer Park isn't alone in it; agencies across the region are reviewing the same tools right now.

Your move: read the department's Flock transparency portal to see what's collected, and raise access, retention, and audit questions at the Sep 15 council meeting. The Herald informs and convenes; whether these cameras are worth it is your call.

The agenda is what to watch. Council posts the packet ahead of the meeting online and on the city's bulletin board — read the consent agenda, not just the headline items. The routine-sounding approvals are usually where the real money and the real decisions sit. When the agenda goes up, look for anything with a dollar figure attached and ask the question we always ask: what does this cost, and who pays for it over time?
