A three-month “social district” pilot is on Tuesday’s DCR agenda — and the historic-district rewrite has its next stop.

THE HERALD ✦ RICHMOND

This Week

Downtown’s economic development board meets Tuesday, and a “social district” is on the agenda. The Development Corporation of Richmond gets an update on piloting one for three months, plus plans for a first Heritage Days festival next May. Wednesday, the Parks board talks about a new neighborhood park. And the historic-district rewrite we previewed last week now has its next stop on the calendar: October 20.

Tuesday, October 13, 5 p.m. — Development Corporation of Richmond (DCR) board, City Commission Chamber, 600 Morton St., and by Zoom. The DCR is the city’s economic development corporation. On the agenda:

Wednesday, October 14, 4 p.m. — Parks & Recreation Board, City Commission Room. It will discuss a proposed neighborhood park near Juan Seguin Early Childhood Center, the parks and trail master plans, and a proposed mural at Decker Park.

Not this week: no City Commission, Planning & Zoning or Building & Standards meeting is posted for October 12–18. The City Commission meets October 19 (workshop 9 a.m., meeting 4:30 p.m.); its agenda isn’t posted yet. Fort Bend County Commissioners Court meets on the second and fourth Thursdays, so its next regular session falls on October 22.

Your move: a pilot is the cheapest moment to be heard — before a program is written. Public comment comes first on Tuesday’s agenda, three minutes per person.

Mapping Our Community: Old Richmond’s Rules, Round Two

Last week we told you the city had started showing how it wants to change the rules for the historic core. The next stop is already posted. On Tuesday, October 20, at 8:30 a.m., the Richmond Historical Commission will review and make a recommendation on text changes to the Unified Development Code.

The agenda names six parts of the code that may change: the Historic Overlay District design standards, the Historical Commission itself, two kinds of Certificate of Appropriateness (the permit you need to change a building in the district), how historic landmarks and districts get designated, and the definitions. Separately, the commission will hear staff research on two possible landmarks, 603 Calhoun St. and 902 Richmond Parkway.

This isn’t only about downtown. In April the city held a public meeting on a proposed expansion of the overlay to an area generally east of Thompson Road, south of U.S. 90A, north of Austin Street and west of 2nd Street. Across the 77469 ZIP, the median sale price is $349,772, about flat from a year ago.

The lens worth keeping: design standards and designation rules decide what an owner may change without asking. If your street is in or near that boundary, read the agenda before October 20 — a recommendation is easier to shape than an ordinance.

Rose-Rich Veterinary Clinic

Dr. Charles N. McDonald opened Rose-Rich Veterinary Clinic on June 6, 1964, across from the Rose-Rich Shopping Center in Rosenberg. The name was chosen to serve both Rosenberg and Richmond.

In 1970 the clinic moved to Thompson Road in Richmond, and the city extended water and sewer service to the site.

Dr. Sharon L. Moore became a partner in 1998 and sole owner in 2007. The current 10,000-square-foot hospital opened behind the old building in 2010.

Friday’s genealogy workshop opens with a talk on oral history. Try it at home this week: hand your kids a phone, sit them down with a grandparent, and let them ask three questions — where did you grow up, what did a dollar buy, what changed most in your town? Record it. That’s a family archive. More at unrivaledacademy.com.
