THE HERALD ✦ DEER PARK

This Week

Your water comes through pipe older than most of us. On Tuesday the council votes on the first phase of a five-year plan to replace it — plus a lift station, one broken street, and a hearing date for turning 8.8 acres on Red Bluff Road industrial.

This week: what the $1.9 million buys, where it comes from, and the meeting where you can ask about it.

Mapping Our Community: Bond Dollars Meet Buried Pipe

Two of Tuesday’s contracts — the water lines and Georgia Avenue, about $1.69 million — are paid with bond money the city repays over decades (2026 and 2022 bond funds, per the city’s item summaries). That’s the right tool for pipe that lasts fifty years. It also adds to a bill that is already large.

$9.1M
debt payments
in FY2026

$149.2M
owed through
2050

93.8%
of yearly costs
covered by revenue

The Council on Local Relations record puts Deer Park’s debt payments at about $9.1 million a year, $149.2 million through 2050, and finds recurring revenue covers 93.78% of yearly operating and debt costs. Water and sewer debt ($41.9 million more) is paid from user fees, not taxes. Meanwhile the industrial district paid $14.9 million in FY2025 — about a quarter of the General Fund.

The lens worth keeping: replacing pipe under streets that already exist is the cheapest infrastructure a city can buy. The question isn’t whether to fix Kingsdale and Luella — it’s whether the five-year plan is paced to what the town can carry.

Prosperity Spotlight

Deer Park Lumber Co.

After 18 years at Shell, W.D. Lawther bought a struggling lumber company in 1955. Two years later it became Deer Park Lumber Co.

W.D. and his son Dean went on to develop or build more than 2,500 lots and homes in Deer Park, starting with Deer Park Terrace in 1957.

When the city's economic development newsletter profiled it at 55 years in business, W.D.'s grandsons Jeff and Warren were running the 7-acre yard, supplying lumber, rebar and concrete tools largely to industry along the Ship Channel. It's still family owned and operated.

Antonio's Italian Grill has been on Center Street since 1988, when Gennaro, Antonio and Elsa Di Meo opened it.

The family says its recipes have been handed down through several generations.

They've since opened a second restaurant in Baytown, but the original is still here in Deer Park. It's closed Sundays, so make it a weeknight.

Turn on a faucet with your kids and ask: where did that water come from, and how old is the pipe it came through? Then look up your street on Tuesday’s agenda. Most kids have never thought about the pipes under their feet — and every one of them will pay for them someday. More at unrivaledacademy.com.
