Tuesday is a big night at City Hall. Council meets in a 6:30 p.m. workshop and a 7:30 p.m. regular meeting, and the posted agenda includes an ordinance that would prohibit short-term rentals in residential zoning districts. It also carries the third and final reading of a pipeline franchise, new fee schedules for the Jimmy Burke Activity Center and a run of purchases.

This week: what last Tuesday’s draft minutes show, a correction on the Center Street signals, where the city’s capital plan puts its money, and a free Día de los Muertos celebration Saturday at Dow Park.

Correction: last week we said the city opened bids on the Center Street signals. It put the job out to bid on Oct 7 (Bid 4053-25). The pre-bid meeting is Tuesday, Oct 20, at 3 p.m., and bids are opened Wednesday, Oct 28, at 1:30 p.m. The bid page showed no addendum or date change on Sunday afternoon.

Tuesday, Oct 20. The city has posted both agendas. The workshop starts at 6:30 p.m. and the regular meeting (the agenda numbers it the 1910th council meeting) at 7:30 p.m., both in Council Chambers. The workshop covers an update from the Gulf Coast Protection District, recognition of Parks and Recreation for its 2026–2031 accreditation and of third-quarter employee award winners, and a discussion of fees for the Jimmy Burke Activity Center.

On the regular agenda:

Monday, Oct 19. The Crime Control District board meets at 5 p.m. and the Fire Control, Prevention and EMS District board at 5:30 p.m. Both agendas carry the same agreement amendment council sees Tuesday, fourth-quarter financial reports, an investment policy and election of officers, and both would move their next regular meetings to Jan. 25, 2027, because of the city’s Martin Luther King Day closure. The fire board also recognizes two departing members, Charlie Johnson and Joe Reynolds, and welcomes two new ones, Brad Hawthorne and Blake White.

Last Tuesday’s votes. Draft minutes of the Oct 6 meeting are attached to this week’s agenda for council approval, so they aren’t final until Tuesday. As drafted, all 12 items carried 7 to 0; the minutes record no per-member votes and no dollar amounts. They include the agreements with SKE Construction for the cast-iron waterline replacement (phase 1) and the north-end Georgia Avenue concrete work, the Freese and Nichols engineering agreement for the Durant Lift Station, the CCM Advisors hazard-mitigation grant consulting agreement, the Pasadena police MOU for Deer Park ISD campuses in Pasadena, and the ordinance calling the Nov 3 rezoning hearing. The meeting ran from 5:30 to 5:40 p.m.

Still ahead: a Board of Adjustment hearing Nov 2 at 6:20 p.m. on a 6-foot carport variance at 226 East Oak Street, and the Nov 3 joint hearing at 7:30 p.m. on rezoning 8.778 acres at 4811 Red Bluff Road from Highway Services to Industrial Park (M-1). The notice says council can change any part of it — or not rezone at all.

Your move: both Tuesday agendas open with Comments from Audience. Register in Council Chambers at least five minutes before the meeting starts — 7:25 p.m. for the 7:30 meeting — and you get three minutes. Read the packet first: the draft short-term rental ordinance and fee schedule are posted with the agenda.

Mapping Our Community: What Gets Fixed First

A bar chart of four lines in Deer Park's FY26 capital plan: Luella concrete $2,000,000, cast-iron waterline $2,000,000, brick manholes $750,000 per year and fire hydrants $50,000 per year.

Source: Deer Park FY26 capital plan via CLR record. Manholes and hydrants are per year.

The signal bid, the waterline and lift-station votes on Oct 6 and Tuesday’s Center Street waterline item all touch one question the Council on Local Relations record asks of the city’s capital plan: does Deer Park spend on keeping what it has, or on building more?

11 of 11

figure

The record sorts the FY26 Capital Improvement Plan (presented October 2025) line by line. All 11 are repair, replacement or rehabilitation of existing infrastructure, and none adds road capacity. Several share names with items council has handled this month: cast-iron waterline replacement (“Center Street priority,” $2,000,000 for FY2026–27), lift-station rehabilitation and Center Street signal and sign upgrades.

The lens worth keeping: the record reports the plan; it doesn’t grade it. Only four of the 11 lines print a dollar figure, so the plan can’t tell you what the October contracts cost, and the Oct 6 minutes give no amounts. That’s a fair question for council: what do the contracts add up to against the plan’s lines? SH-225 is the state’s road, and the record says the regional expansion layer isn’t on this page yet.

The Brisket House

The Brisket House opened its first restaurant at Woodway and Augusta in Houston on May 7, 2010, and two years later opened on Center Street in Deer Park. It calls itself a family-owned barbecue restaurant.

The brisket is smoked for 12 to 14 hours every night over oak with a house blend of spices, and the barbecue sauce is its own recipe, made fresh daily. The menu also lists sausage, turkey breast, St. Louis ribs, chicken and pulled pork, plus homemade cornbread and banana pudding.

The Deer Park shop at 3217 Center Street offers dine-in, carry-out and catering, and it’s open on Sundays. Know the story behind the Deer Park shop? Reply and tell us.

September sales were 90, up from 86 a year earlier, and homes sat 46 days, three fewer than last year. Homes sold for about 98.8% of list price, 21.4% went above list, and 46.4% had a price drop — both sides of the market at once. Your move: if you’re thinking of selling, ask your agent for sold comparables within a half mile, not a citywide median.
