The Herald ✦ Deer Park This Week |
Once a year, the whole thing sits on one table.
Most Tuesdays the city council works through zoning variances and mowing contracts and the quiet business of keeping a town running. But on the third Tuesday of September, the council does the one thing that touches every household in Deer Park at once: it sets the budget and adopts the tax rate for the year ahead. That happened this past Tuesday, September 15.
You didn’t have to be in the room to be affected by it. You just had to live here. So this week we walk the budget — what moved, what it costs, and the two questions worth asking before the next meeting.
Trivia Question |
Deer Park’s budget year doesn’t match the calendar year. On what date does the city’s new fiscal year begin — the reason all this budget business lands every September? (Answer at the bottom.)
Quote of the Day |

They Told Him He Was Crazy |
David sold his metals. Not trimmed — sold. The metals crowd told him he’d lost his mind, and plenty of people he respects still think so.
He kept the receipts. Every decision, sourced and laid out, so you don’t have to take his word for any of it. Read the filing and decide for yourself — was it conviction, or was it crazy?

Government accountability and civic engagement. Understanding how local government works is the first step to influencing it.
The budget and the tax rate — adopted. On Tuesday, September 15, the council took up the FY 2026–2027 budget and the 2026 property tax rate together. Two things worth your attention:
Also on the night: a second reading on a Marathon Pipe Line franchise agreement, the city’s TMRS pension contribution held at 15.77% for 2027, and adoption of the five-year Capital Improvements Plan for 2026–2030.
Mark your calendar — the next meeting moved. The council voted to move its next regular meeting up two hours: it now starts at 5:30 p.m., not 7:30 — Tuesday, October 6, Council Chambers, 710 E San Augustine. Your move: change the time in your phone now; agendas post a few days ahead at deerparktx.gov and on Legistar.
Short-term rentals — on the workshop table. Before the regular meeting, the council’s workshop discussed amending the city’s short-term-rental ordinance — the rules governing Airbnb-style rentals in Deer Park neighborhoods. Nothing was adopted; it was discussion. But ordinance changes usually start exactly here. Your move: if you own, rent, or live next to a short-term rental, weigh in now — email the council or plan to speak during Comments From Audience.

The Herald ✦ Deer Park Mapping Our Community: Where $2.99 Million Just Moved |
Strip away the ordinance numbers and Tuesday’s budget did something quietly important. The council swept roughly $2.99 million of unassigned General Fund money — cash not committed to anything — into two accounts with narrow jobs: the Capital Improvements Fund ($2.54M) and the Asset Replacement Fund ($450K).
Set against how most towns budget, that’s the responsible move. The hardest bill any city faces isn’t the new thing it builds — it’s maintaining and replacing everything it already has: streets, lift stations, trucks, roofs. A city that funds an asset-replacement account is admitting, in dollars, that the road in front of your house has a lifespan and a price tag. Plenty of cities don’t; they build, cut the ribbon, and leave the replacement bill to whoever holds the seat in twenty years.
So the transfer earns a nod. But it lands in the same meeting the M&O tax take rises about 3.46%. That pairing is the whole civic question in miniature, and it splits in two. One: is the 2026–2030 Capital Improvements Plan mostly repairing and replacing what exists, or extending into new growth the town must then maintain forever? Two: if appraisals are doing the heavy lifting on your bill, is the city’s spending growing faster than the households paying for it?
Your move: the 2026–2030 Capital Improvements Plan is public. Count the projects that are “repair/replace” versus “new,” then ask your council member which pile is bigger — and bring the number to the October 6 meeting.

Supporting business and entrepreneurship — the storefronts that make Deer Park, Deer Park.
It started as a homegrown crawfish boil and grew into a Center Street institution. On any given week Guidry’s is feeding two Deer Parks at once: the families who’ve made it a Friday-night ritual, and the Ship Channel workforce — ExxonMobil, Shell, Air Products — who fill the tables and call on its catering. That’s the loop this whole issue is really about. The industrial tax base helps fund the town; the paychecks it cuts get spent a mile away, across a counter run by neighbors. A budget is numbers on a page. A place like Guidry’s is what the numbers are for.

The Herald ✦ Deer Park Real Estate Pulse |
The market that sets your appraisal is running warm. Deer Park’s median sale price was $289,855 in July 2026, up about 3.5% year over year (Redfin). The local MLS shows a seller’s market: roughly 2.9 months of inventory, homes selling in about 42 days, and listings down about 11% from a year ago (HAR).
Here’s the civic connection. Those rising sale prices feed the appraised values that just pushed your city tax bill up about 3.46% on a flat rate. The market and the tax roll move together.
Your move: look up your own property on the Harris Central Appraisal District site (hcad.org). Know your number before it sets next year’s bill — and protest it if it’s wrong.

Ways to make a difference this week.
Support the library. The Friends of the Library Fall Flash Book Sale is Saturday, Sep 26, 10 a.m.–3 p.m. at the Deer Park Public Library. Buy a stack of books and the proceeds go straight back into library programs — the storytimes, classes, and craft nights you see on the calendar above.
Give the city a hand. Deer Park Parks & Recreation takes volunteers and adopt-a-greenspace stewards year-round. An hour with a trash bag or a trowel keeps a park yours. See deerparktx.gov (Volunteer Deer Park).
Your move: pick one and show up — or ask the simplest question there is: “How can I help?”

CrowdHealth |

David and his family left traditional health insurance for CrowdHealth — a community that funds each other’s medical bills instead of a carrier deciding your care. When a member has a health event, they pay a set commitment and the community covers the rest; when a bill comes in, CrowdHealth negotiates it down first. No claims department. No denial letters. If the insurance treadmill has worn you out, it’s worth a look.

One warm note from Tuesday: the council paused its budget night to recognize the 2026 Deer Park Dynasty 6U All-Star softball team. A room that spent the evening on fund balances and tax rates stood up for a group of six-year-olds and a trophy. That’s a town worth paying attention to. Congratulations, Dynasty.

Answer to Trivia |
October 1. Deer Park’s fiscal year runs October 1 through September 30 — which is why the council sets the budget and tax rate in September, just ahead of the new year (source: City of Deer Park, Annual Budget).
